The Adult Skills Fund (ASF), formerly known as the Adult Education Budget (AEB), is currently managed by the Department for Education (DfE).
From August 2025, the East Midlands Combined County Authority (EMCCA) will take control of the ASF. Our aim is to engage and train adults to provide the skills and learning they need to progress into, or within, work; or equip them for an apprenticeship or other learning.
The ASF primarily funds legal entitlements from entry to Level 3, regulated qualifications, and tailored learning.
The funding is aimed at enabling those without a Level 3 qualification or higher to achieve a recognised qualification which is fully funded. Those who already hold a Level 3 but earn below the national living wage, and those who are unemployed are also eligible for FCFJ.
The purpose of free courses for jobs is to reduce sector skills shortages, support individuals in enhancing their career prospects within their current industry and enable individuals to reskill within a new sector.

On Wednesday 15 January, EMCCA is hosting a key event to outline our Strategic Skills Plan and procurement activity for 2025/26 that will shape the adult skills delivery across the East Midlands region.
