Publication Scheme

We are committed to being open and strive to share information about how we operate, make decisions, and provide services. Our publication scheme guides what information we have made available and plan to share in the future. It also explains how to access the information, how it will be provided, and if there are any associated costs.

This publication scheme commits the East Midlands Combined Authority to make information available to the public as part of its normal business activities.

The scheme commits East Midlands Combined Authority: –

  • To proactively publish or otherwise make available as a matter of routine, information, including environmental information, which is held by the authority and falls within the classifications below. (More information on classifications is available from www.ico.gov.uk).
  • To specify the information which is held by the authority and falls within the classifications listed below.
  • To proactively publish or otherwise make available as a matter of routine, information in line with the statements contained within this scheme.
  • To produce and publish the methods by which specific information is made routinely available so that it can be easily identified and accessed by members of the public.
  • To review and update on a regular basis the information the authority makes available under this scheme.
  • To make this publication scheme available to the public.

The classes of information will not generally include:

  • Information we do not hold;
  • Information the disclosure of which is prevented by law, or exempt under the Freedom of Information Act, or is otherwise properly considered to be protected from disclosure.
  • Information in draft form.
  • the information is archived, out of date or otherwise inaccessible; or,
  • It would be impractical or resource-intensive to prepare the material for routine release.
  • In exceptional circumstances some information may be available only by viewing in person. Where this manner is specified, contact details will be provided. An appointment to view the information will be arranged within a reasonable timescale.

Information will be provided in the language in which it is held or in such other language that is legally required. Where the Authority is legally required to translate any information, it will do so.

Obligations under disability and discrimination legislation and any other legislation to provide information in other forms and formats will be met when providing information in accordance with this scheme.

    • East Midlands Combined Authority is committed to provide as much information to citizens about Authority services via the website as possible. Whether this is a simple request to find out about information, advice and guidance available here.
    • In order to improve the services, the Authority provides, we invite feedback. There are a number of ways to contact the Authority, this can be done on our website.

    • Anyone has the right to ask the Authority for any information we hold (with some exceptions, such as personal data about someone else). The Authority will make the information available if it holds it, and if there is no legal reason why it cannot provide it.

How do I get information

We usually publish information on this website. If you can’t find the information you need on this site, you can make a Freedom of Information (FOI) request at: FOI@eastmidsdevo.org.uk 

We do not usually publish information that is:

  • not held by EMCCA
  • exempt from disclosure under the Freedom of Information Act or prevented by law
  • in draft form
  • not easy to access (for example, it is in archive storage)
  • would be impractical or resource-intensive to prepare the material for routine release.

The Monitoring Officer is responsible for the scheme, and the Information Governance Lead manages it on a day-to-day basis.

The scheme is reviewed regularly and new information is added where appropriate.
