The Audit and Governance Committee is a regulatory committee to the Combined County Authority; these are Committees that the Combined County Authority must have by law.

The Combined County Authority must appoint an Audit Committee whose proceedings shall operate in accordance with these terms of reference and the Scrutiny Standing Orders detailed in Part 4 of the Constitution.
EMCCA’s Business Advisory Board will provide strategy, advice and guidance to the main EMCCA Board, chaired by Mayor of the East Midlands, Claire Ward and EMCCA’s committees. It will help ensure the experience and knowledge of regional businesses is harnessed when making decisions around the economy, skills, transport, housing and the transition to net-zero.

The Investment Committee is an advisory committee to the Combined County Authority and the Mayor to provide strategy advice and guidance on investment matters.
The committee promotes and supports inclusive economic growth of the East Midlands region, supporting economic productivity and the development of strategic direction and oversight across the investment funding programmes.
The Overview and Scrutiny Committee is a vital part of East Midlands Combined County Authority’s decision-making process.
The Committee holds EMCCA to account and ensures that all aspects of decision-making are transparent, inclusive and fair. The Committee is responsible for checking that EMCCA is delivering its objectives and that its decisions are made in the best interests of the residents of Derbyshire, Nottinghamshire, Derby and Nottingham.

The Skills and Employment Committee seeks to provide strategy advice and guidance on skills and employment matters in support of the Combined County Authority and Mayoral functions.
The committee engages and seeks advice from a range of key stakeholders, including local authorities, learning organisations, key Government agencies, and employers in relation to the emerging Adult Skills Fund (ASF) priorities.
The committee will seek to act in a regional capacity to support the development of the skills and employment vision of EMCCA.
The Transport and Digital Connectivity Committee is an advisory committee to the Combined County Authority and the Mayor to provide strategy advice and guidance on transport and digital connectivity matters.
The committee seeks advice from a range of key stakeholders that may contribute towards regional transport and connectivity outcomes.

These are decisions which do not meet the criteria for a formal key decision to be taken at a policy committee meeting but are considered to be important enough to be open to public scrutiny. The Mayor can make decisions on behalf of the Combined County Authority in line with Mayoral Powers set out within the Combined County Authority’s Constitution.
For transparency, decisions made by the Mayor and officers in this way are published on our website so anyone can access them. Our Overview and Scrutiny Committee can also ‘call in’ a decision of this kind to scrutinise it further. Decision notices will contain key information on the decision taken, financial and legal implications, and whether the decision can be called in for review by an Overview and Scrutiny Panel. Officers are required to submit an Officer Decision Notice within 2 working days of a decision being made.
